Start with the service requirement

Define the opening window and how many people must be available together. A desk needing two people from 09:00 to 17:00 requires 16 person-hours placed across that window. Sixteen person-hours scheduled entirely in the morning cannot satisfy that requirement. The interval placement is part of the requirement, not an optional detail after the total has been calculated.

Trace a roster through its boundaries

Two people working 09:00–13:00 provide eight person-hours. One person working 12:00–17:00 adds five. There are two people before noon, three from noon to 13:00, and one afterward. Against a target of two, the final four hours are understaffed by one person. The noon overlap creates one surplus person-hour, but it does not erase the four missing person-hours later.

Read the two shortfall measures

Time below target counts the duration of any understaffed interval. Missing person-hours also accounts for the number of missing people. A two-hour interval short by three people is two hours below target and six missing person-hours. The largest shortfall is three people. These measures support different decisions: service exposure, extra work capacity and the maximum simultaneous coverage adjustment.

Check a revision instead of assuming it works

Move or add a shift segment, recalculate and inspect every resulting interval. A change that fills the afternoon can create a new morning gap. Then check breaks, skill requirements and individual availability outside the simplified model. The tool assumes interchangeable people and constant demand; it does not prove that a revised roster is legal, fair or sufficient for a variable customer queue.
