Formula and assumptions
For each minute in the coverage window, count people whose shifts include that minute. Missing person-hours = sum of max(0, required − scheduled) ÷ 60. Time below target counts each understaffed minute once.
Need 2 people from 09:00–17:00. Two work 09:00–13:00 and one works 12:00–17:00. Coverage is sufficient until 13:00, then one person short for four hours: 4 missing person-hours. The 12:00–13:00 overlap provides 1 surplus person-hour.
Total paid hours can look adequate even when nobody covers a required interval. Enter the service window, a constant people requirement and your repeating daily shift rows. The breakdown merges adjacent minutes with the same coverage, making gaps and overlap visible. Missing person-hours measure the size of a gap; time below target measures how long any shortfall lasts.
Represent breaks and overnight shifts explicitly
Split a person’s assignment into separate rows before and after an uncovered break. Earlier end times cross midnight. Because this is a repeating daily model, an overnight shift also contributes its early-morning portion to the next daily cycle. For a one-off dated roster, changing weekday demand or skill-specific coverage, check those requirements separately.
Frequently asked questions
Does an overlap compensate for a later gap?
No. Three people at noon cannot cover a missing person at 15:00. Surplus and missing person-hours are reported separately.
How do I enter a 24-hour coverage requirement?
Use the same start and end time for the coverage window. Individual shift rows must have different endpoints; split a 24-hour assignment into two rows.
How do unpaid breaks affect coverage?
A person unavailable during a break should not count toward the target. Split that shift around the break and enter each available segment.
Is the largest shortfall a hiring recommendation?
No. It is the maximum additional people needed at one moment under these inputs. Existing staff may be movable, and skills, labor rules or service-level requirements may change the solution.
