FTE to Headcount Conversion: Formula, Limits and Examples

Estimate headcount from an FTE requirement using average scheduled FTE per person, and understand why FTE alone cannot determine an exact roster.

Quick answer

Estimated headcount = required FTE ÷ average FTE per person. Ten required FTE needs 10 people at 1.0 FTE each, 20 people at 0.5 FTE each, or another mix.

Why one FTE number does not reveal headcount

FTE describes capacity relative to a full-time schedule. Headcount counts distinct people. Without the schedule mix, a requirement of 8 FTE could be eight full-time people, ten people averaging 0.8 FTE or sixteen people averaging 0.5 FTE.

Headcount estimate formula

Divide required FTE by the expected average scheduled FTE per person. If the result is not a whole person, round up only after checking whether partial assignments are possible. For 12.5 required FTE and staff averaging 0.8 FTE, the estimate is 12.5 ÷ 0.8 = 15.625, which normally means at least 16 people.

Check coverage after the conversion

A whole-person estimate still does not guarantee that every interval or skill is covered. Compare the result with opening hours, simultaneous positions, breaks, absence assumptions and the actual availability of part-time staff.

Frequently asked questions

How many employees is one FTE?

One FTE is one full-time schedule of capacity. It may be supplied by one full-time person, two half-time people or another combination.

Does 10 FTE mean 10 employees?

Only when every employee in the assumed mix is scheduled at 1.0 FTE. With part-time schedules, headcount will be higher.

Should I round FTE before calculating headcount?

No. Keep the FTE requirement and average assignment at useful precision, divide, and then apply a whole-person staffing decision at the end.

Can headcount be lower than FTE?

In a normal roster where one person is capped at 1.0 scheduled FTE, headcount is equal to or higher than FTE. Definitions that count overtime or multiple assignments differently need separate documentation.
